Is this price reasonable to boad a horse?

yea that sounds like a great price with stall cleaning exercising and feeding that sounds like a good deal the only thing you have to do is take care of your equipment and groom your horse and take care of some other things like vet, shows etc. :) have lots of fun with your horse ;D
