How come U.S. Rep. Luis Gutierrez spends all time working for illegals does he represent Mexico or U.S.?

Everytime I hear his name, I get PISSED! I live in Chicago, and I have seen him on the news a few times, marching in parades carrying Mexican flags. That was when he was considering running for mayor of Chicago. You're right. All he can talk about is illegals but, with all the African and Irish illegals in Chicago, I never see him speaking for them. All he cares about is his voting base....
